IssueA large number of students were truant or late getting to the college at the correct time because: boarding and day students missed the trains or connecting buses students hung around the Papakura CBD while waiting for the next connecting bus.Identification and prioritisationThe issue was identified by Police through: complaints from public and local business owners about groups of students loitering because they had missed their connecting bus to college a truancy operation last year that identified a large number of students hanging around a bakery in the Papakura CBD while waiting for a connecting bus. School senior management had identified that students were coming to school late, but minimal enforcement or consequences meant students arrived when they wished.Short-term goalA decrease in the number of students waiting for connecting buses to the college after the start time of the college. A decrease in complaints from public and local businesses.Long-term goalThree terms after the intervention there will be a decrease in the number of students getting to school late (from 2530 students per day to 25 students per day).Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The school revised its policies so that: all boarding students were expected back at the hostel by Sunday evening (to reduce the number of students coming late on a Monday) all students arriving late now have to report to the school office before going to class any students identified as being consistently late to school have a lunchtime detention and their parents are informed by the students dean. Community connections Police supported the effort by: picking up any students in uniform found in the main Papakura CBD area or at the bus station, and delivering them to the college recording the students' details into the Police information system and identifying those that are consistently late for school contacting by letter parents of any students delivered to school by Police on two or more occasions. The local bus service agreed to inform the college of the number of students on board any bus after 9 am during school terms. The school consulted with and informed parents through the school newsletters. Curriculum teaching and learning Students were informed of the new policies in school assembly and church each morning. The new principal made it quite plain what his expectations were and what the consequences would be for students who ignored the new rules.ImpactIt took two terms for the students to realise that the new rules were in place for good, and that there were consequences for breaking them. Retailers in and around the Papakura CBD area have reported a marked decrease in students. Employees at the bus station have reported a marked decrease in problems. By the end of term 3 the intervention had achieved its long-term goal Police were finding and taking back to the college only 1 or 2 students per day. Most of these students had valid excuses for being late.Next stepsThe intervention plan will be reviewed for modification for the following year. The school will compare student lateness data for 2014 and 2015. Some changes may be needed in the coming years due to changes to bus and train routes or timetables and the schools possible relocation.ObstaclesThe only obstacles encountered were from students who realised that they were now heading to school in a Police vehicle, and that their parents would be notified.ImprovementsAt the start of each school year the college will notify students and parents that any students found in the Papakura CBD or bus station after 8.30 am could be taken to school by Police.ConclusionThrough this intervention the school has partnered with Police and other community businesses, and made a measureable impact on the issue.
